What is the best program to use to limit what my kids surf on the internet? Free is good!
I want to be able to list ONLY the sites they are allowed to go to. All others will be blocked. Is there a program like that? Any other recommendations? Free and or cheap would be best, with no programming required. Thanks!

Best option? don’t let them surf alone. If you put too much restriction on, they will just surf at school or at a friends house with no restriction.
Supervise your kids, and be a parent.
